Our Rules and Regulations

PLEASE READ THESE RULES CAREFULLY.

  • You are requested to become familiar with and observe the HPYC Rules and Regulations as outlined below. Compliance to these simple rules will help make your Club a place of greater enjoyment for you, your guests, and your fellow members. Violations will be grounds for subsequent disciplinary action by the Board of Directors, which could include removal from Club membership.

  • As stipulated in our Constitution, the Commodore, Vice Commodore, and Rear Commodore enforce the rules, and may impose immediate discipline on a member when the situation warrants. In such a case, the circumstances will be reviewed at the next regular Board meeting.

  • General lack of consideration for others shall be considered a violation of these rules

  • GENERAL
  1. Only active members in good standing, their immediate family when accompanied by the member or spouse, and a maximum of ten guests per day are allowed the privileges of the Club.
    The term “in good standing” means:
    A.) not under suspension; &
    B.) after April 1st, all fees and dues are paid in full or approved payment arrangements have been made, & required liability insurance and documentation are provided.
  2. Members are responsible for the actions of their family and guests.
  3. Members are expected to familiarize guests in their party with the Club rules. Guests are not permitted on Club grounds unless the sponsoring member is present. Guests are limited to three visits per season.
  4. Members and guests should register in the Member Log Book and Guest Log Book respectively, upon arrival at the Club.
  5. Members are expected to have their Membership Cards available and to show them cheerfully, if requested while on the grounds. Guests are expected to identify themselves, and the member they are with, when asked by any Club member.
  6. Minor children MAY NOT be on the grounds unless one of their parents is with them or they are under the direct supervision of another adult member. These grounds are dangerous for unsupervised children.
  7. The Club is not responsible for personal property of members or their guests.
  8. Disorderly conduct is prohibited at the bar and elsewhere on Club property. This includes offensive, obscene, or provocative language or behavior. Any instance of disorderly conduct should be brought to the attention of the Commodore, Vice-Commodore, or Rear-Commodore, or to the Board of Directors for proper response. Please be considerate of other members and their guests.
  9. It is the obligation of each member to know the Club Officers and Committee Chairmen so that matters concerning the general interests of the Club may be brought to the attention of the appropriate person. See Club bulletin board for names of Officers and Committee Chairmen.
  10. A member who has been suspended, dropped from the rolls, or expelled is not allowed privileges of the club as a “guest”. A member who knowingly brings such an individual onto the club grounds or into the mooring field will be subject to disciplinary action as determined by the Board of Directors.
  11. Personal watercraft (commonly known as jet skis) are not permitted on club grounds, moorings, or docks, nor should they be used in the mooring field.

  12. GROUNDS
  13. Picnics are permitted only at designated areas – where picnic tables are visible.
  14. No driving or parking on the lawns is permitted, except in designated areas. Parking at the ramp is permitted only while hauling out or launching boats. No parking at any time on front lawn.
  15. Instructions for the parking of boats on trailers, or trailers alone, shall be obtained from the Grounds Committee Chairman.
  16. No alcoholic beverages are to be brought on the grounds for consumption in the Clubhouse.
  17. Bringing pets to the Club is discouraged. No pets are allowed in the Clubhouse or Clubhouse area. However, if members strongly desire to bring them they must be suitably restrained in areas other than the vicinity of the Clubhouse. Any conflict between members’ pets and other Club members will be resolved in favor of the other Club members. Owners are responsible for picking up after their pets. Adults and children play on these lawns. No pet debris is acceptable.
  18. Members and their guests are responsible for placing all their trash, bottles, cans, etc., in the dumpster near the launching ramp.

  19. WATERFRONT
  20. Parents are responsible for the safety of their children while swimming, which is permitted only at the beach at the bottom of the stairs. No lifeguard is provided. This is not a swim club. Swimming from piers, floats, moorings, or other members’ boats is prohibited. Swimming in areas where boats are or may operate is dangerous and is prohibited.
  21. Boats shall be moved from the front docking floats promptly after receiving or discharging passengers or supplies, or using the Pump Out. In no case shall a boat remain at the docking floats for more than 20 minutes. (Except in the case of emergency.) Boats at the docking floats shall be attended at all times. Dinghies should not be moored to the face of the float. No parallel parking (boat to boat) to any floats is allowed at any time. No boat should be tied to the docking float containing the Pump Out station unless they are actually in the process of pumping out, or there is no other space at the docking floats. We have many moorings, but only enough dock space for 4 boats. Be considerate.
  22. Dinghies may be secured to the inside “dinghy” docks. No boat other than a dinghy may tie up to the dinghy docks at any time.
  23. Dinghies not being used must be brought ashore and placed in the member’s assigned dinghy rack space. Dinghies, trailers, etc., are not to be stored on the front lawn or grass near the ramp. Dinghies left at the dinghy dock without the member present are subject to a fine as set by the Board of Directors.
  24. Any member needing Club tractor/travel-lift assistance will request the help of a Club-authorized driver. Please remember that these drivers are volunteers, not employees. Treat them kindly. You retain full responsibility for the safety of your boat during these moves. If a non Club-authorized driver uses the tractor/travel-lift, and there is resulting damage to the equipment, boat, club property, or members, that damage will be the personal responsibility of the non-authorized driver. If you have not been authorized to use this equipment, stay off of it!
  25. The use of other members’ dinghies, motors, or boats is permitted only with the permission of the owner.
  26. “Horseplay” and running on pier and floats is prohibited.
  27. Children seven years of age and younger must wear a properly fitted PFD while on the piers and floats, and they must be accompanied by an adult member.

  28. MOORINGS
  29. The Chairman of the Mooring Committee will assign all moorings.
  30. ALL FEES MUST BE PAID (as evidenced by current HPYC sticker on boat’s stern) BEFORE BOATS ARE LAUNCHED OR MOORINGS ARE USED.
  31. Each active membership may include one (1) assigned mooring in the Hances Point Yacht Club Mooring Field, and one (1) storage location on Hances Point Yacht Club grounds, based on availability. Mooring/summer storage prices and winter storage prices are set by the Board of Directors.
  32. Use of another member’s mooring is prohibited except with that member’s permission.
  33. 29. Maximum safe speed of all boats when in the mooring area is five knots. This is a NO-WAKE ZONE.
  34. 30. Boats must be off the moorings by the 1st weekend in November , or a fine will be imposed as set by the Board of Directors.
  35. No member may moor or anchor a boat in the neighboring areas of the Hances Point Yacht Club Mooring Field and use Hances Point Yacht Club facilities to access or service that boat. To do so could cause liability issues for the club and potential conflict with neighbors.
  36. A guest or temporary mooring arrangement may be available by contacting the mooring committee chairman for approval and location, which he will document to the Board of Directors including days of validity. Guest moorings, if available, will be free for up to one (1) week. Prices for a guest mooring beyond one (1) week or for a temporary mooring are set by the Board of Directors.

  37. CLUB HOUSE
  38. The wearing of bathing suits in the Clubhouse is prohibited. Proper attire, including shirts and shoes, must be worn in the Clubhouse at all times.
  39. Minors are not allowed at or behind the bar.
  40. Members are requested to return all bar glasses to the bar.
  41. The club house kitchen facilities are for organized club event use only, and are not to be used for cooking or storage of individual members food items. Soft drinks are available in the refrigerator, and snack items are available in the freezer. Prices for these items are displayed. Use of the microwave is allowed only for purchased snack items which require heating.
  42. No smoking is allowed inside the club house.

  43. MISCELLANEOUS
  44. A member may store an additional boat on Hances Point Yacht Club grounds with the prior written approval of the Board of Directors. The Board of Directors may withdraw this approval at any time. A minimum of four (4) months notice will be given to remove the additional boat, so long as the owner remains a member in good standing. Additional boat storage prices are set by the Board of Directors.
  45. All new and reinstated members will be on probation for one (1) year following admission to membership. A member on probation cannot vote, hold office, or sponsor a new member. At the end of one (1) year, the Board of Directors may vote to end or extend the member’s probationary period. The Board of Directors has the authority at any time during the member’s probation period to drop the member from the rolls by majority vote, with no further action needed.
  46. A member requesting a Leave of Absence must state a period of time not to exceed one (1) year.
  47. A member returning from a Leave of Absence is a reinstated member, and has priority on the membership waiting list.
  48. Non-members or former members who have a boat on Hances Point Yacht Club property will be directed to remove their boat. They will be charged daily storage fees as set by the Board of Directors until the boat is removed. They will also be subject to Maryland Laws governing abandoned vessels.
  49. Each membership includes two (2) uses of the travel-lift per year (excluding emergencies). Additional uses will be charged a fee as set by the Board of Directors.
  50. Members are not to bring and leave items on the club grounds without the approval of the Board of Directors.
  51. Boat size limitations for the mooring field and travel-lift are: maximum length = 36 feet; maximum beam = 11 feet; maximum weight = 15,000 pounds. No exceptions will be made.
  52. No live-aboard arrangements are allowed on Hances Point Yacht Club property or moorings.
